Job Description

Each BPM is the contract delivery manager for the Boat Delivery. The Deputy is there to provide full support, to stand in as required at all key meetings and to build and develop the team under their control. This will be achieved through:

  • Fully understanding the scope of their project within the main contract (DBC – FSM046)
  • To hold BAES to account for the contracted requirements.
  • To co-ordinate the validation of the main cash claim for their area (circ £120M/month)
  • To support the Annual Budget Cycle within SDA as an SME support
  • To monitor performance of the build through MI review along with visual confirmation via regular facility inspections/reviews.
  • The take the lead at all Stage Gate Reviews whilst acting for and on behalf of the Boat BPM.
  • To support all Key Stage Gate Reviews for the Boat BPM (Cut Steel, CHoPs, Launch, etc)
  • To review performance of BAES against the plan.
  • To set, monitor and sign off on milestones whilst keeping the Boat BPM fully briefed on issues and providing a recommendation for endorsement as necessary.
  • Managing project assumptions, dependencies, and exclusions.
  • Controlling  project change and managing project risks and opportunities (including any required investment).
  • To act as the deputy chair of the Alliance Change Board.
  • To deputise at formal contract review meetings.
  • Formal acceptance of the contracted deliverables for their scope of supply.
  • Ensuring  effective governance on their project is maintained, assuring the delivery of project goals to time, cost and quality:
  • Authorising (within delegations) / recommending to the Alliance PD the commitment of risk funding against identified issues, risks, or opportunities.
  • Support the Alliance PD in preparing for Alliance Management Reviews (e.g. providing commentary on information from Alliance Project Controls and requesting further analysis) and other governance forums, in respect of BAES Facilities scope.
  • Managing in-year spend to the relevant control total for their project scope.
  • Generating an annual budget cycle (ABC) for their project scope.
  • In conjunction with the BPM, to define, recruit, and establish the Bt 3-4 team, and ways of working.

The Deputy BPM (L4) will support the BPM team in their role as the contract delivery managers for the BAES Build contract.  Delegated tasks may include:   managing risks and issues associated with the contract, and working collaboratively with the Parties to implement mitigating actions which are ‘best for Dreadnought programme’. Providing support and giving clarity of accountability for scope, budget, schedule and risk across the programme and Parties.  Supporting the BPM team as the key client role which interfaces with (and where appropriate controls changes to) the relevant control accounts managed by the supplying organisation.

Candidate specification – Experience & Skills:

  • Significant project management experience, with a proven track record of successful delivery of relevant projects, including pro-active risk and opportunity management.
  • Proven track record of utilising best practice methodologies in the successful execution of programme delivery (i.e. be an experienced practitioner of principles, methods, techniques and tools for programme and change management).
  • Must be able to achieve delivery results by influencing others through exemplary communication and interpersonal skills.
  • Must be a personable, pro-active professional, able to demonstrate full commitment to exceptional customer care and service in all activities.
  • Demonstrates strong people management skills, stimulating creative and innovative thinking from team members while helping them to bring their ideas and career plans to fruition.
  • Educated to degree level or with equivalent experience.
  • Submarine enterprise experience across multiple platform systems (desirable).
